Planning appeals in Camden

Camden's householder appeals are a modest caseload: the Inspectorate decided 76 over the latest five years and allowed 35.5 per cent. Most of the borough is flats, listed streets and conservation areas, so a refusal can turn on heritage and amenity detail. We read the refusal, judge whether it can be answered, and prepare drawings and a statement. Fixed quote after a free constraints check.

How we work on planning appeals

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Planning appeals in Camden: a small, closely argued caseload

The caseload is modest, so each Camden appeal is easy to study. The Inspectorate decided 76 householder cases in the latest five years of decisions and allowed 35.5 per cent. That is a record of what happened, across every appellant, and it does not predict a single case.

The council itself decided 394 householder applications in the latest year and granted 89.1 per cent. Minor applications reached 89.4 per cent granted from 868 decisions. A householder refusal here is the exception, and the reasons given are generally specific.

Speed is the odd one out. Only 77.7 per cent of householder applications were decided within eight weeks or an agreed extension. If your application ran over time and ended in a refusal, you may be weighing an appeal against a long wait for a new decision, which is a different decision from the one a faster borough presents.

Heritage, flats and the planning guidance

Historic England lists 1,971 entries in the borough, and the council publishes 40 conservation areas and 21 Article 4 directions. Only 13.3 per cent of households live in a house, so the typical applicant owns a flat, a maisonette or a terrace of high value; a terraced house averages £1,554,868.

The council guides householders through its Home Improvements CPG (Camden Planning Guidance) and its Amenity CPG (Camden Planning Guidance), with Design CPG (Camden Planning Guidance) behind them. For a basement scheme the relevant document is the Basements CPG (Camden Planning Guidance). The Local Plan is the Camden Local Plan, adopted in 2,017. An inspector will test your scheme against these, and so do we, line by line, in the statement.

Listed building consent is a separate decision with its own appeal. If your refusal includes both planning permission and consent, tell us at the start so that we handle each correctly and do not mix the deadlines.

Before you commit to an appeal

Ask three questions of the refusal. Does each reason cite guidance that really applies to your type of building? Could the proposal be adjusted, for example by lowering a rear parapet or setting back an upper floor, to meet the concern without losing the purpose of the project? And does the officer's report say anything that a drawing could answer directly?

Sometimes the honest answer is that the refusal is sound. We say so, because an appeal that fails costs time that a revised application would have used better. When the answer is that the reason can be met, we show you the changes on plan and you see how much of your original scheme survives.

    Deadlines and typical timings

A householder appeal must be lodged within 12 weeks of the decision notice. National median times for written representations were 11.6 weeks for householder cases and 18 weeks across all written-representation cases over the latest twelve months. Treat these as background, not a promise.

Because Camden decisions can arrive late, check the date printed on the notice rather than the date it reached you, and send it to us straight away. If neighbours or a local amenity society objected, include their letters too, since they show which concerns an inspector is likely to see and let the statement answer each by name.

How we build a Camden appeal bundle

Our statement answers each reason for refusal in order, cites the policy the officer cited and shows where the proposal meets it. On heritage points we draw the street elevation with the neighbouring parapets, rooflines and rear additions, so the inspector can judge impact against the actual context.

Daylight and outlook claims get measured sections. A different chartered technologist reads the bundle before submission, and every sheet comes from one model so the dimensions agree. Our planning drawings page explains the method.

Appeal, new application or another route

If the refusal is about a detail, a revised application may be the quicker path. If it misreads the guidance, an appeal is the tool. Work within permitted limits can be established with a Lawful Development Certificate, and a larger rear extension might fit prior approval.

Our Camden architectural drawings page sets out the borough's wider rules. We quote each route at a fixed price, you choose, and the decision itself stays with the inspector.
