Change of use drawings in Camden

An investor buying a Camden shop or office to convert to homes meets a patchwork: in some streets the permitted route is closed, in others it is open. Our change of use drawings in Camden start from £879, and the first thing we do is read the council's Article 4 map against your address.

How we work on change of use drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Where Camden has withdrawn the shop-to-home right

Camden used its planning powers to protect commercial, business and service premises. Its Article 4 directions withdrew the Class MA right to change from Class E to dwellinghouses where the council had strong justification, and the council's page records the position as required in modified areas from 23 February 2023.

The national route they cut across is: Class E to C3 by prior approval after 2 years' continuous Class E use. Where the direction applies, you need a full planning application instead, judged against Camden's policies on protecting employment and town-centre uses.

Where it does not apply, prior approval is still open, and the council has 56 days to decide. The difference between the two routes is large, so the map check comes before the survey.

Camden made Article 4 directions withdrawing the Class MA right to change from Class E to dwellinghouses (C3) for parts of the borough; they took effect on 29 July 2022 and were modified by the Secretary of State, so that from 23 February 2023 planning permission is required in the modified areas.required in modified areas from 23 February 2023—camden.gov.uk, Council page: Article 4 directions, land use classes, Class E to C3 section

Houses to shared houses in Camden

The other change of use landlords ask about is a house to a small HMO. On the council's land-use Article 4 page the finding is no HMO Article 4 direction on the land-use page, so the national rule applies: C3 to C4 (and back) is permitted development unless removed by an Article 4 direction.

Licensing is a different matter, and the council's third borough-wide scheme is borough-wide from 8 December 2025. See our HMO conversion drawings in Camden for the detail.

    What the drawing set contains

A full application needs existing and proposed plans, elevations where the outside changes, and each unit's floor area marked against the space standard. The standard is set nationally: Homes created under PD must meet the nationally described space standard.

In older Camden buildings the sound standard often decides the layout: Separating walls 43 dB DnT,w+Ctr (min); floors and stairs 43 dB airborne (min), 64 dB L'nT,w impact (max) for dwellings formed by material change of use. We test it on the survey so you know the ceiling-height cost before you choose a layout.

    Heritage and the council's record

Camden has 40 conservation areas and 1,971 list entries, so many conversions also involve heritage consent. Where a full application is needed it is a minor one: the council decided 868 in the latest published year, granted 89.4 per cent and decided 80.3 per cent in time.

Fees are the council's. For changing a building to separate dwellinghouses the fee is £610 for each dwelling in a scheme of not more than ten, paid to the council on top of our price.
