Garage conversion plans in the City of London
A parking bay or undercroft in the City of London can become a habitable room, but the lease and the heritage status of the building settle the question before any planning rule is reached. Garage conversion plans here start at £695 including VAT, and the first thing we check is who has to say yes.

How we work on garage conversion plans
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Garage conversion rules in the City of London
The City publishes no figure aimed at garage conversions that we could find, so a scheme is read against general design and heritage policy and against the building itself. Heritage is dense: 28 conservation areas, 637 Historic England list entries inside the boundary, and 1 Article 4 direction. A basement bay beneath a listed block can fall inside all three at once.
One estate has guidance written specifically for it, the Barbican Estate Listed Building Management Guidelines: Volume I Introduction and Volume II Residential (SPD). For a space in the Barbican the council begins there, and an alteration to the fabric becomes a listed building question before it is a planning one. We read the document with you first and draw in the vocabulary it uses.

Who owns the bay: leases, freeholders and consent
Only 2 per cent of City households live in a house or bungalow, and domestic gardens take up 0.1 per cent of the land. The typical City garage is therefore a numbered bay in a shared car park, held on a lease from a freeholder. Householder permitted development belongs to houses, so the shortcut open to a suburban owner is closed here.
Paperwork comes first. Send the lease and the title plan and we read them for three answers: whether the space is yours to alter, whether living use is permitted, and which party must consent, the landlord, the managing agent or both. We cannot give that consent, but we can prepare the drawings they will ask to see, and that usually shortens the exchange.
What the City's decision figures can and cannot tell you
In its latest published year the City decided 1 householder application, granted 100 per cent and decided 100 per cent in time. One case predicts nothing about yours, and we do not lean on it.
Certificates give a larger sample. The council handled 16 certificate applications in the latest statistics year, so a Lawful Development Certificate in the City of London is an established way to put the council's view of an internal fit-out in writing. A lease term or a listing can still demand its own consent afterwards.
Planning on the inside and the outside of a bay
The national position is that Works affecting only the interior, or not materially affecting external appearance, are not development. A bay fitted out as a room with nothing altered externally may need no application. A new louvre, window or replaced shutter alters that, and the council's route then runs through our planning drawings in the City of London, with the heritage reasoning set out for the case officer in plain terms.
Fire, escape and detection in a room inside a block
Making a store habitable brings Building Regulations in whatever the planning answer. Inside a block the fire questions weigh most: escape routes, separation from the flats next door and the alarm system. The detection standard reads: All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604.
Our building regulations drawings for the City of London gather these points on one set and flag where the freeholder's own engineer or fire strategy has to be involved before a builder prices anything.
Light, damp and air below street level
Many City bays sit below ground, and that shapes the room more than the heritage rules do. Walls and floors in contact with soil need a proper damp-proofing strategy, and a basement room has no windows to dilute the air, so mechanical ventilation usually goes in from the start. We show the tanking or membrane, the sump or drain position and the extract route on the technical sheets, with the duct run drawn to an outlet that the freeholder can accept.
Natural light is the other limit. A lightwell, a rooflight over a podium or a glazed door onto a courtyard each need the freeholder's agreement, and each affects the escape route. We draw two or three versions of the layout against those constraints so the lease conversation starts from a picture, not a description.
What to send and what comes back
Please send the lease, the title plan, any listing entry and a few photographs of the bay. We survey to one datum, draw layout options and agree the choice with you in writing. Sheets normally follow about a week after the survey, each checked by a colleague who did not draw it. The fee is £695, VAT included, fixed before you commit, and amendments the council asks for are redrawn without charge.
For the whole square mile see architectural drawings in the City of London. Across the boundary are garage conversion plans in Westminster, Tower Hamlets and Islington, and the garage conversion plans overview covers the national rules.

Questions
Can I turn a car park bay in the City of London into a room?
Possibly. The lease, the freeholder's consent and any listing decide it before the council does, and householder permitted development does not apply to flats.
Is the Barbican treated differently?
Yes. The council publishes the Barbican Estate Listed Building Management Guidelines: Volume I Introduction and Volume II Residential (SPD), and a change to the fabric there is a listed building matter.
How much do garage conversion plans cost in the City of London?
From £695 including VAT, fixed up front. Any council fee is paid to the council separately.
Is Building Regulations approval still needed?
Yes. A habitable room needs it whether or not planning permission is required, and in a block fire separation carries extra weight.
