Garage conversion plans in Newham
Garage conversion plans for a Newham house start at £695 including VAT. Newham has only 9 conservation areas, so heritage rarely decides a garage front here. The things that do decide it are the original planning conditions, the council's own alterations guide and an Article 4 direction on shared housing.

Garage conversion plans in Newham: the council's guide to altering a home
Newham's own advice on changing a house is the Altering and Extending your Home SPD, read with the Newham Local Plan 2018. We found no figure in it that applies only to garages, so we draw the conversion against the guide's general approach to front elevations, boundaries and materials.
The borough is a mixed one. 47.1 per cent of households live in a house, and the rest in flats. Because only 30.8 per cent of households own their home, many homes are rented, and a landlord needs more than a drawing: a lease, a tenancy and a mortgage lender may all be involved.
We therefore ask who owns the garage and whether anyone else must agree before we measure.

Light heritage, one important Article 4 direction
With 9 conservation areas and 125 listed entries, Newham has a modest heritage footprint. For most garage fronts that is good news: the design question is about neighbours and materials, not about a protected street. Even so, we check the address against the national register, because a single listed neighbour or a locally listed terrace can change the advice on windows and brick.
The control to watch is different. The council has an Article 4 direction on turning a family house into a small house in multiple occupation. A garage converted to an extra letting room can tip a house into shared housing, and then the direction, the fire design and the licensing all matter. If you intend to let the space, say so, and we will set the route before the drawings.
A conversion for family use is much simpler, and we treat it that way.
Your own paperwork helps here. If you hold the original completion documents, the building control certificate for the house and any earlier extension drawings, send them with the enquiry. They show how the garage was built, whether the wall is single skin and where the drains run, and each answer shortens the survey and sharpens the design.
Permission, certificate or application in Newham
The national rule is that Works affecting only the interior, or not materially affecting external appearance, are not development. A garage with its door intact can often be fitted out without an application. Replace the door with a window and the exterior matters, because the condition on materials says Exterior materials must be of similar appearance to the existing house (conservatories excepted).
An original permission may keep the garage available for parking. We read the decision for your house at the start. If a condition applies, the answer is a householder application prepared from our planning drawings in Newham. If nothing does, a lawful development certificate in Newham gives the position in writing.
A conversion that creates a self-contained home is a separate project, and our flat conversion drawings in Newham cover it.
Newham's decisions, prices and levy
In the latest twelve published months Newham granted 86.9 per cent of householder applications and decided 97.2 per cent within eight weeks or an agreed extension. The figure for timing is high, so the council deals with householder cases promptly, although that tells us nothing about any one garage.
The average home sold for £390,349, so the cost of a conversion is weighed against a modest budget. We keep the set tight and the fee fixed. On levies, Newham sits in band 3 of the Mayor's scheme at £30.3 per square metre, the lowest band, and a conversion inside the existing walls adds no new floor area.
Alarms and the other safety details
Once a garage becomes a room, fire detection has to be upgraded. The standard is: All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604. We place the alarms on the plan, and where the old garage door opens straight into the house we show the fire separation as well.
The fee is £695, VAT included and fixed. A second chartered technologist checks each sheet before it goes to you, and redraws are free if the council asks for amendments. The technical package for building control is in our building regulations drawings in Newham.
