What Bromley's local plan says about dormers
The Bromley Local Plan deals with dormers in its householder policy. A dormer window must be of a size and design appropriate to the roofscape, and it should be sited away from prominent roof pitches unless dormers are already a feature of the area. The test is about how the roof reads from the street, not about a set of measurements.
That gives a design a good deal of room, and also a good deal to prove. We study the roofs on both sides and opposite, count what dormers already exist and draw the street elevation to show the proposal in context. On a road where rear dormers are normal, the rest is detail. On a road of unbroken roofs, we look for the least prominent slope.
The borough's Urban Design Guide SPD supports the plan. It is general design guidance rather than a dormer manual, so the plan policy is the passage we draw to.

Loft enlargement in section: the permitted development limits
A dormer on the rear slope, with the limits that decide whether it needs planning permission.
- A · Extra roof volume allowed
- 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume
- B · Set-back from the eaves
- Original eaves maintained; enlargement set at least 0.2 m from the eaves measured up the roof slope, so far as practicable (not required for hip-to-gable or roofs joining a rear/side extension)
- C · Height limit
- No part higher than the highest part of the existing roof
Article 4 directions, conservation areas and green belt in Bromley
Bromley has 47 conservation areas and 108 published Article 4 directions. A direction can remove the right to change a roof slope, and inside a conservation area a dormer needs planning permission.
The borough also has 412 listed entries from Historic England, and about 51 per cent of its area falls under green-belt designation. On outlying houses that matters for later extensions, so we ask about your wider plans before we fix the dormer's size.
Where none of that applies, the permitted development volume applies: 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. We design inside it where possible, because it avoids the application and its fee. The same rules require exterior materials that are Exterior materials similar in appearance to the existing house, so we choose a finish by looking at the existing roof, not at a catalogue.
How Bromley and the Inspectorate treat householder cases
Bromley decided 1,609 householder applications in its latest published year and granted 78.6 per cent. 89.1 per cent were decided within eight weeks or an agreed extension, so a planning route needs allowing for in your programme.
The Planning Inspectorate decided 502 householder appeals here and allowed 37.6 per cent of them. That shows that refusals are sometimes overturned, but an appeal is a long process, and the better course is a design that suits the roofscape at the first submission.
These are borough-wide numbers for all householder work. They do not tell us how your own application will be treated.
Bromley dormer loft conversion drawings: contents and cost
A Bromley dormer set contains the existing and proposed plans, the roof in section, all elevations and the location and block plans. Where the street context matters, we add a street-scene elevation, because Bromley's test is about the roofscape.
The stair follows the loft rule in the building regulations: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width). The new storey needs a protected escape route, and the rule is New storey above 4.5 m by loft conversion: protect the full escape route with fire-resisting doors (min E 20) and partitions (min REI 30). Both go on the plans. The new dormer roof also has an energy target: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4. Deep insulation lifts the dormer, so we draw the build-up before fixing the height.
The price is £695 including VAT, fixed in advance. A second MCIAT chartered architectural technologist checks the set, and we redraw free of charge if the council asks for changes.

Questions
Does Bromley allow rear dormers?
Its local plan accepts dormers of a size and design that suit the roofscape, sited away from prominent roof pitches unless dormers are a feature of the area. A rear dormer is the usual way to meet that.
How many Article 4 directions does Bromley have?
108 published directions, alongside 47 conservation areas. We check your address against both before choosing a route.
Is a dormer in a Bromley conservation area allowed?
It needs planning permission, because the permitted development right for roof enlargements does not apply on conservation area land. Whether it is accepted depends on how the dormer sits in the roofscape.
What do dormer loft conversion drawings cost in Bromley?
From £695 including VAT, fixed up front. Any council application fee is paid separately.
