Planning consultant in Islington

Islington packs 1,050 listed building entries into a small borough, and its validation list asks for more than most, so a planning consultant in Islington spends much of the job on documents. We give a fixed quote after a free constraints check and prepare the statement and supporting reports with drawings by MCIAT chartered architectural technologists.

How we work on planning consultant

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Islington's validation list and your planning consultant

The council's local validation requirements ask for a Landscape Design Strategy, a Tree Survey, an Urban Greening Assessment and a biodiversity net gain summary to be presented together within one statement, which the council abbreviates as the SDCS. For larger schemes a surface water drainage pro-forma is added.

Because the list asks for them together, we do not treat them as separate reports. A consultant who knows the cross-referencing rule assembles them once, in the order the validation officer expects.

The document is the council's own list and it is dated, so we always check it against the national rule that a local list must be less than 2 years old before relying on any item.

    Heritage density in Islington

The borough has 41 conservation areas and 1,050 listed building entries, with 33 on the Heritage at Risk Register. None of it is green belt, which the data records as 0 per cent, so the heritage test rather than the openness test drives most cases.

For a terrace in a conservation area, the officer weighs the contribution of rear elevations, roof lines and boundary walls. We build the statement around the specific features the conservation area appraisal names, and we photograph them so the case rests on evidence.

    What Islington decides, and how

Islington decided 337 householder applications in its latest twelve months, granting 92.6 per cent, with 98.8 per cent decided in time. The borough also decided 675 minor applications, almost double its householder count, because so much of its housing is flats and small plots.

Minor cases were granted at 86.5 per cent. For a flat conversion, a rear infill or a new dwelling, this is where a planning statement matters, and where a consultant earns the fee.

Both numbers describe the borough, not your address.

    Design and basement guidance

The plan is the Islington Local Plan: Strategic and Development Management Policies, Site Allocations, and Bunhill and Clerkenwell Area Action Plan, adopted in 2,023. Two supplementary documents matter for homes: the Islington Urban Design Guide SPD and the Basement Development SPD.

A basement or a deep lower-ground extension adds the second document and usually a structural method statement. If your plan includes one, we raise it at the free check, because it changes both the timetable and the cost.

Islington homes and why flats shape the work

Islington has 96,496 households, but only 16.3 per cent live in a house or bungalow. The rest are flats, which is why the council decides so many minor applications and why leasehold consent and shared walls feature in so many of our briefs.

Owner occupation is 26.7 per cent, and domestic gardens covered about 19.7 per cent of the land in the last national survey, so outdoor space is limited and each rear addition is closely read.

For a flat, a consultant also checks what the lease allows, who owns the roof and whether a neighbour above or below must be told. Those sit outside planning law yet decide whether a consent is worth having, so we raise them at the start.

Costs, the levy and what we charge

The householder fee is £548 for one dwelling. Islington's levy under its London Borough of Islington Community Infrastructure Levy (CIL) Charging Schedule applies alongside the Mayor's levy at £96.97 per square metre in the current indexed year. A householder extension is normally exempt, a new home is not.

Our fee is a single fixed quote. The redrawing is free until approval, though we do not promise a decision.

A short process note helps here. Once the free check is done, the route is confirmed by email and the combined statement is built alongside the sheets; a second chartered technologist who did no drafting on the job reviews everything before submission. Questions from the officer are answered quickly, and any change to the design is shown to you before it is sent back.

    Questions

What does Islington's validation list require?

Among other items, a Landscape Design Strategy, Tree Survey, Urban Greening Assessment and biodiversity net gain summary presented together. We prepare them as one set.

Is any of Islington green belt?

No. The data records 0 per cent, so heritage and design carry the argument.

How often does Islington grant householder applications?

It granted 92.6 per cent of 337 decisions in its latest year. That says nothing certain about one house.

    What is the householder fee?

£548 for one dwelling, paid to the council.
