M&E drawings in Newham
M&E drawings in Newham show where every fan, circuit, alarm and drain goes in a house, a conversion or a new home, so the installer and building control read the same plan. With 376,542 residents and only 30.8 per cent of households owning their home, the borough is a place of tenants, landlords and conversions, and our sets are written for all three. How we work on m&e drawings
Four steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Building regulations
Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.
Approval and hand-over
Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Newham's application requirements and M&E drawings in Newham
Newham's planning application requirements, in the December edition, have an energy assessment entry that bears on services. The assessment must show compliance with the Local Plan and the London Plan carbon targets and consider connection to a heat network, and the carbon rule is On-site first; offset otherwise: reductions are made on site as far as possible, and any shortfall is offset. For a house extension the assessment is not asked for, but a conversion into several flats or a new build brings the question closer.
The surface water entry is wider. The council asks for a drainage strategy at the scope Majors, CDAs, new-build, which includes every new-build and any development in a local Critical Drainage Area. A new house on a garden plot is therefore caught, and the strategy needs a drawn layout of pipes, gullies and attenuation to describe.
We draw that layout on the same set as the electrical and ventilation sheets. It gives whoever writes the strategy a plan to follow, and it makes sure the pump, the chamber and the cable to them are shown together.
Heat networks deserve a word. Where a scheme is near one, the council expects connection to be considered, and a home that connects needs a plant room position, a pipe route and a heat interface unit in a cupboard with ventilation and power. We show those items when they apply, and we say so plainly when they do not.

Terraces, conversions and new homes
The average terraced house in Newham sold for £458,668, a semi for £502,633 and a flat for £325,381, with prices moving -5 per cent in twelve months. Lower values than in many boroughs make conversions and new builds attractive, and they raise the cost of a services mistake as a share of the budget.
47.1 per cent of households live in a house, and many of those houses are terraces that have been divided or extended. A divided house needs separate metering, separate consumer units, fire-rated routes between floors and alarms linked to the strategy, and we show each on its own sheet so the building notice is clear.
New homes in the borough are often infill on small plots. A charge point, a bin store and a soakaway all compete for the same strip of front garden, so the services sheet shows cable and drain routes against the site plan to stop the paving, the planting and the pipes being drawn by three different people.
Planning figures and what they imply for programmes
Newham decided 388 householder applications in its latest year, granting 86.9 per cent and deciding 97.2 per cent in time. Larger home extension prior approvals stood at 6 granted and 23 refused, and the council handled 281 lawful development certificate applications. We use these only as programme context.
The Mayoral CIL rate for the borough is £30.3 per square metre in indexed terms this year. It applies to new floor area and sits beside the services budget in the cost plan, so we mention it when a client weighs an extension against a conversion.
Householder decisions here are made quickly, which gives a short window between consent and start. A services set that is ready on the day of consent lets building control and the builder move at the same pace.
Heritage, green space and plant locations
Newham has 9 conservation areas, 125 listed building entries, 4 of them at Grade I, 21 Heritage at Risk entries and 2 registered parks and gardens. That is a lighter heritage load than in many inner boroughs, so most M&E plans are not constrained by conservation rules, though a flue near a listed building still needs care.
Gardens are small. Domestic gardens cover 16.9 per cent of the borough's land, which makes the location of a heat pump, a flue terminal or a vent a real design problem. We show each external item with its distance to the boundary and to the neighbour's windows.
Figures we draw to
Approved Document F sets a bathroom at 15 l/s, a utility room at 30 l/s and a one-bedroom home at 19 l/s for the whole dwelling. Continuous ventilation uses 13 l/s as the high rate for a kitchen.
Electrical work in a dwelling is notifiable for new circuit; consumer unit replacement; additions or alterations to circuits in a special location, and the certificate follows within 30 days. A new dwelling's charge point is at least 7 kW.
Scope, fee and linked pages
A Newham set holds power and lighting plans, ventilation, alarms, consumer unit schematics and drainage layout. There is no published starting price, so we run a free constraints check and quote a fixed fee.
