Trees, Article 4 areas and the technical set in Kingston upon Thames
Kingston upon Thames records 7,145 tree preservation zones, 28 conservation areas and 3 Article 4 directions, which together are mapped as 114 areas. Historic England lists 163 entries. Those layers are planning matters. They decide where you may build and what the street will see.
The trees and the soil are the points where planning and construction meet. A tree preservation zone can limit how close a trench may go, and roots in shrinkable ground influence how deep a foundation must be. Your engineer sets the depth. We draw it, together with the drain routes that avoid the roots, and carry both through the sections and the specification.
A few Article 4 directions can cover many mapped areas. The borough has only 3 directions, but 114 areas, so check your address before assuming a right exists.

The Residential Design SPD and how the construction follows it
The council's Residential Design SPD guides how extensions and alterations should look, and it sits alongside the Core Strategy (with Kingston Town Centre Area Action Plan 2008), adopted in 2,012. The guidance deals with massing, boundaries and appearance. It stops where construction begins.
A Kingston project might be a rear extension with a flat or pitched roof, often with rooflights, a side extension on a semi and a loft conversion with a rear dormer. For each, building control wants to see foundations, wall build-up, roof structure, insulation, drainage and escape. Our set shows each of them in plan, section and detail, so that your builder knows what is expected and the inspector knows what to look for. The construction drawings in Kingston upon Thames carry the same design on to site-level detail.
Loft conversions need the same care. A rear dormer on a semi adds a stair, a new floor and a roof that must be tied back to the old structure, and each has to be shown. We draw the stair with its headroom, the fire-resisting doors on the escape route and the insulation thickness in the new roof, so that building control can follow the design on paper before anyone climbs a ladder.
Flat roofs, rooflights and the energy rules
Flat-roofed rear extensions with large rooflights are where the energy rules and overheating rules meet. Glass lets in heat as well as light, so a design with a large roof glazing area needs shading, ventilation or glass that limits solar gain. We show the specification of each, and where a home energy rating is needed, the SAP calculations in Kingston upon Thames are coordinated with the drawings.
AD L 2026 (Home Energy Model) takes effect 24 Mar 2027 for non-higher-risk work. We design to the edition that applies on your submission date and tell you where the new method would change the answer, so you can decide whether to submit early.
Decisions, timings and notices
Kingston decided 742 householder applications in its latest year, granted 83 per cent and decided 92.5 per cent on time. We use those figures to plan the order of work, not to predict a result.
Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. After approval, the rule is: Give notice of intention to start; work may start 2 days after the notice. Approval lapses unless work commences; for an extension, commencement means foundations, any basement and ground floor structure complete; other work, 15% of the work stated in the application. That last rule is easy to misread, so we set out in the handover pack what counts as a start for your type of work.
Price, checking and the levy
Building regulations drawings start at £845 with VAT included, fixed up front. A second chartered technologist checks every sheet and, if the examiner raises points, we revise at no extra charge.
Kingston's levy is zoned. The borough's RBK CIL Charging Schedule (KCIL) sets £323.07/m² (Zone 1); £200/m² (Zone 2); £130.76/m² (Zone 3); £76.92/m² (Zone 4), and the Mayor's scheme adds £72.73 per square metre in band 2. A terraced house averages £591,784 and a flat £364,805. We flag any liability in the handover pack so you can budget before building.

Questions
Do tree preservation zones affect Building Regulations drawings in Kingston upon Thames?
They affect the design. The tree limits where you can dig and influences foundation depth and drain routes, both of which the Building Regulations drawings must show.
Do I need Building Regulations approval for a rear extension with rooflights?
Yes. Any extension needs approval, and large rooflights bring energy, overheating and safety-glass requirements that the drawings must address.
When does approval lapse if I do not start?
Approval lapses unless work commences; for an extension, commencement means foundations, any basement and ground floor structure complete; other work, 15% of the work stated in the application.
How much do building regulations drawings cost in Kingston upon Thames?
From £845 including VAT, fixed up front. Building control charges are separate.
