What Sutton's guidance says about converting a garage
Sutton's Design of Residential Extensions SPD says existing parking should not normally be lost. Where the loss is unavoidable, the council expects replacement provision. The same guidance asks for a 6 m setback for a garage reached from the highway, so a car can stand clear of the pavement.
That shapes the design more than the room layout does. A garage with a long drive in front keeps its parking even after the conversion, and the case is easy to make. A garage that opens straight onto the pavement has no drive to fall back on, and the plans have to show where a car can go instead.
We therefore start with the frontage. The survey records the length of the drive, the position of the dropped kerb and any boundary wall, and the drawings show the parking left after the works as a marked area on the block plan.
The front elevation matters too. We aim for a new wall and window that look as if they belong to the house, so the elevation sheet shows the brick bond, the sill height and the line of the old lintel.

Heritage in Sutton and why it matters for a garage
Sutton has 8 conservation areas, and Historic England lists 209 entries in the borough. We check the address against both first, because inside a conservation area an alteration to the front of a house is judged more closely.
Green Belt covers 14 per cent of the borough. A garage in it is still a home extension in planning terms, but the council reads proposals with the openness of the area in mind, which is a reason to keep any conversion inside the existing walls.
Permission for a garage conversion in Sutton
The national position is simple: Works affecting only the interior, or not materially affecting external appearance, are not development. If you keep the garage door, or replace it with a door of the same look, a conversion in Sutton may need no application at all.
Replacing the door with a window and wall is a visible change, and so is an old planning condition that keeps the garage for parking. Where either applies, a householder application is the route, with a council fee of £548 paid to Sutton. Our planning drawings in Sutton carry that application.
62.9 per cent of Sutton households live in a house or bungalow, and those homes can use householder rights. A flat or maisonette cannot, so tell us early if yours is one.
How Sutton decides householder applications
Sutton decided 601 householder applications in its latest published year, granted 91.8 per cent, and decided 94.8 per cent within eight weeks or an agreed extension.
Those figures cover every kind of householder work and tell you nothing about one garage. We use them to plan the timetable, and the council's own guidance to plan the design.
Technical rules for the converted room
A garage conversion always needs Building Regulations approval, because a store becomes a habitable room. For the new walls, floor and roof the energy test is: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4.
A bedroom adds a fire rule: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor. Both go on the technical set, which our building regulations drawings in Sutton cover in full.
What you receive, and nearby boroughs
A Sutton set shows the garage as built and as converted: plans, the elevations, a section through the new floor and wall, and the block plan with the parking marked. Garage conversion plans start at £695 with VAT included, fixed before you commit, and are normally ready about a week after the survey. A second chartered technologist checks every sheet, and if the council asks for changes we redraw at no charge until approval.
For the borough as a whole, see architectural drawings in Sutton, or the general guide to garage conversion plans. Next door, compare the approach in Croydon, Merton and Kingston upon Thames.

Questions
Can I convert my garage if it is my only parking space in Sutton?
Sutton's design guidance says existing parking should not normally be lost and asks for replacement provision where the loss is unavoidable. We check the frontage first and show what parking remains.
How far back must a garage be from the road in Sutton?
The guidance asks for a 6 m setback for garages accessed from the highway. It is a test for keeping a car off the pavement.
How much do garage conversion plans cost in Sutton?
From £695 including VAT, fixed up front. If an application is needed, the council fee of £548 is paid separately to the council.
Does a Sutton garage conversion need Building Regulations approval?
Yes, in every case. The room becomes habitable, so insulation, ventilation, fire detection and escape are all checked even where no planning application is needed.
