How we work on hmo conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

    A direction made with notice

The council's Article 4 page records that the HMO direction was made by the council and then confirmed by its Housing, Economy and Business Committee, with the confirmation recorded as confirmed 26 November 2024. The page says the direction covers the whole of the borough.

A non-immediate direction gives owners a notice period before the right disappears. The council announced the proposal as one that would require planning consent for turning family homes into HMOs. If you bought a house with a conversion in mind, the date the direction took effect and the date you started matter, and we establish both before drawing anything.

The direction is not a ban. It sends the proposal through a full application, where the council weighs the effect on family housing, parking and neighbours.

    Licensing is already running

Licensing is separate and is live now. The council's HMO page says its additional scheme is borough-wide, fully live, covering any HMO that falls under the mandatory five-person threshold. It records the same licence for both schemes, valid for up to five years.

That means a three-person shared house in Sutton needs both a planning consent and a licence. The measured drawings serve both, and our HMO licence application pack takes the approved plans on to the licence.

    Making the application persuasive

Sutton has 62.9 per cent of households in houses, so the officer will be asking whether a family home is being lost. We show how the house is used today, the bedrooms proposed against the original, the garden retained and the parking and bin arrangements.

If extra rooms are needed, see loft conversion drawings in Sutton and rear extension drawings in Sutton. Green Belt covers 14 per cent of the borough, which matters on its southern edge.

    The council's record

A new HMO is a minor application. Sutton decided 196 minor applications in the latest published year, granted 76.5 per cent and decided 87.8 per cent in time. The borough has 8 conservation areas.

    Levy and nearby boroughs

The borough levy is £100/m² (Residential, borough-wide), with the Mayoral levy in band 3. A conversion with no new floor area may fall outside it.

For flats instead of rooms, compare flat conversion drawings in Sutton. Neighbouring Croydon runs a borough-wide direction too, and the overview page is architectural drawings in Sutton.
