Harrow's own rule on garages and what it means for a conversion

Harrow's Residential Design Guide supplementary planning document says that garages should be set back about 4.8 m from the footpath so that a waiting car does not block it. The guidance is in paragraph 6.75 of the document.

The rule is written for building garages, not removing them, but it tells us how the council thinks about the front of a house. A garage set back by that distance leaves room for a car on the drive. Once the door becomes a wall, the drive becomes the only parking space, and the council will want to see that a car can still stand clear of the pavement.

So we draw the block plan with the drive dimensioned, show where a car sits and show how the frontage will look. Where the garage was built to the old standard and the drive is short, we say so honestly and work out the best layout with you before you submit.

    Heritage and controls in Harrow

Harrow has 31 conservation areas and 295 listed building entries, and 22 per cent of the borough is Green Belt. A conversion inside the existing walls adds no floor area, so Green Belt seldom matters, but the other two can.

In a conservation area, the front of a house is judged against the street, and a new wall in the wrong brick stands out. In a listed building, a change to the exterior needs listed building consent as well. We check both against the national lists before we draw.

Planning route for a Harrow garage

If the work is internal, or the outside changes only in similar materials, it may not need planning permission. A Lawful Development Certificate in Harrow confirms that in writing for a buyer or lender.

If a condition, a conservation area or a listing applies, the conversion needs householder planning, drawn as in our planning drawings in Harrow. The council fee for altering a single dwellinghouse is £548, paid to the council on top of our fee.

We tell you which route applies after a free constraints check.

    How Harrow decides householder applications

Harrow decided 917 householder applications in its latest published year, granted 81.7 per cent and decided 93.7 per cent within eight weeks or an agreed extension.

The figures cover all householder work and do not predict one case. We use them to set expectations about timing, and to prepare drawings complete enough that an officer has no reason to pause the clock.

Making a Harrow garage a room that works

The building regulations apply to every converted garage. Approved Document L sets the insulation, Approved Document B the escape window and smoke alarms, and Approved Document F the ventilation. Our building regulations drawings in Harrow show each on a single technical set.

Garage floors are often a few steps lower than the hall, with a thin slab and no insulation. We record the level at survey, then draw a build-up that brings the floor up to meet the house, so there is no awkward step at the old internal door.

If you plan to let the room as a separate home, the project is a different one: see flat conversion drawings in Harrow.

    Price and checks

Garage conversion plans in Harrow start at £695, VAT included and fixed before you commit. A second chartered technologist checks every sheet before it goes out, and if the council asks for changes we redraw at no charge until approval.

    How the survey works

In Harrow we measure the garage and the drive together, because the council's set-back guidance treats them as one. The survey records the garage walls, the slab level against the hall, the drains, the depth of the drive and the position of the pavement.

From those figures we draw the plans, the front and side elevations, a wall and floor section and a block plan with the drive dimensioned. A three-dimensional model shows how the finished front will look from the street.

You confirm the design in writing, and a second chartered technologist checks every sheet. Drawings are normally ready about a week after the survey. We then handle the certificate or application and any officer questions, with amendments inside five working days.

    Questions

What does Harrow say about garages?

Harrow's Residential Design Guide SPD says garages should be set back about 4.8 m from the footpath so a waiting car does not block it (paragraph 6.75).

Do I need planning permission to convert a garage in Harrow?

Often not for internal work or matching materials, but a planning condition or one of Harrow's 31 conservation areas can change that. We check the address first.

Will I still need a parking space after converting my Harrow garage?

The council's set-back guidance is about a car standing clear of the footpath, so we show on the block plan where a car stands on the drive.

How much do garage conversion plans cost in Harrow?

From £695 including VAT, fixed up front. Council fees are separate.
