Basement impact assessment in Newham
Newham does not list a basement impact assessment on its application requirements, so the test that matters here is flood. The local plan requires basement access and egress to sit above the design flood level, with a tidal breach test where a site sits inside the Thames breach extent. We check that first, then give a fixed quote after a free constraints check.

How we work on basement impact assessments
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Newham's flood rule for basements
The council's local application requirements, the document that tells you what to submit, have no basement impact assessment item. The rule that bites comes from the Newham Local Plan 2018 instead: Basement access/egress 300 mm above flood level. The level it refers to is the flood with a one per cent chance each year, plus climate change, or the projected tidal breach level for the end of the century where the site sits within the Thames breach extent.
That is a different kind of constraint from a depth or garden limit. It cannot be designed around with a smaller box. If the access is below the flood level, the stair, the lightwell and the exit route all have to be arranged so that the way out stays above it.
A report is still useful. Even where the council does not demand a full assessment, a short document covering ground, groundwater and drainage helps at the party wall stage and at building control.

Ground, gardens and houses in Newham
Domestic gardens cover 16.9 per cent of the borough's land in the national land-use database, and 47.1 per cent of households live in a house. 30.8 per cent of households own their home, so a high share of homes are rented and many owners weigh a basement against a modest value gain.
Groundwater still needs checking on every plot, and Building Regulations require that where it can rise to within 0.25 metres of the lowest floor, the floor is drained or protected. In a flood-prone borough that is a real design driver, not a footnote.
Heritage and green belt in Newham
Heritage is lighter here than in inner London, but not absent. Newham has 9 conservation areas and 125 listed building entries, of which 4 are Grade I, and 2 per cent of the borough is covered by green-belt polygons. A basement beneath or beside a listed building still brings the heritage case into the submission.
Newham also applies Article 4 control to houses in multiple occupation, so if a basement is meant to provide extra rooms in a shared house, the planning route is different. Our planning drawings in Newham page covers the main set.
How Newham decides householder applications
In its latest published year the council decided 978 planning applications. It granted 86.9 per cent of householder applications and 78.9 per cent of minor ones, and 97.2 per cent of householder decisions were made within the statutory period or an agreed extension.
Those rates describe every project type. For a basement, the specific questions are flood, ground and neighbours. The average home in the borough costs £390,349, so a basement has to be priced against the value it adds; we say honestly when the numbers do not support one.
Party wall duties for a Newham dig
A notice under the Party Wall etc. Act 1996 is needed for excavation within 3 metres of an adjoining building that goes deeper than its foundations, and within 6 metres on the diagonal test. Serve it at least 1 month before work. Our party wall notices service prepares the plans, and the structural calculations in Newham page explains the engineer's role.
Fixed quote for a Newham assessment
We are chartered architectural technologists (MCIAT). We draw the scheme, brief the engineer and the ground investigation, and test the flood levels before design. The price depends on depth, flood evidence and ground, so after the free constraints check you receive a fixed quote, and a frank note if the site is not suited to a basement.
The first step is a flood check against the council's maps and the Environment Agency's levels, which we do for free. If the access cannot rise above the design level, we say so before any design is drawn, and suggest alternatives such as a raised ground-floor extension in place of a basement.
If you do proceed, we brief a ground investigation that includes groundwater monitoring, since a single reading can miss seasonal highs. Our flat conversion drawings in Newham page may help where the aim is extra living space in a divided house.

Questions
Does Newham require a basement impact assessment?
Its application requirements list has no such item. The local plan does set a flood rule: Basement access/egress 300 mm above flood level.
What is the flood level used in Newham?
The flood with a one per cent chance each year plus climate change, or the projected tidal breach level for the end of the century inside the Thames breach extent.
Does a high water table matter in Newham?
Yes. Where it can rise to within 0.25 metres of the lowest floor, Building Regulations require drainage or protection.
What does a Newham assessment cost?
It depends on depth, flood evidence and ground. You receive a fixed quote after a free constraints check.
