Basement impact assessment in Harrow
Harrow's housing is mostly suburban houses with long gardens, which makes a basement an attractive idea, but we found no Harrow basement document with depth or garden limits to cite. A basement impact assessment here is shaped by the Residential Design Guide, trees, heritage and the evidence you supply. We are chartered architectural technologists and give a fixed quote after a free constraints check.

How we work on basement impact assessments
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

What Harrow expects from a basement impact assessment
Our research found no Harrow policy that fixes a maximum basement depth, a garden percentage or a soil-cover figure, and no council wording we could quote as an automatic trigger for the assessment. The borough's householder design guidance is the Residential Design Guide SPD, which deals with extensions, outlook and neighbours rather than the ground. The adopted plan is the Harrow Local Plan 2021-2041.
So the officer reads a basement scheme against the London Plan's call to control harmful large basements and the design guide's general tests, and relies on your evidence for the rest. If the application does not show how the ground, groundwater and drainage have been investigated, the likely outcome is a request for more information, and the decision period stops while you commission it.
Our approach is to read the validation list for your address, then match the depth to the plot. In a suburban semi, the numbers that matter most are the distance to the boundary, the position of mature trees and the spacing between your house and the next, because those decide how far the structure can sit from a neighbour's foundations.

Harrow's housing and constraints in numbers
About 65.4 per cent of Harrow households live in a house or bungalow, a high share for London, and 58.8 per cent own their home. Domestic gardens make up 34.7 per cent of the borough's land, so plot depth is rarely the problem and trees often are.
The borough names 31 conservation areas and holds 295 listed entries, and Green Belt covers 22 per cent of the area. Householder decisions numbered 917 in the latest year, with 81.7 per cent granted and 93.7 per cent in time.
A basement under a house inside a conservation area adds street-frontage questions, and one near the Green Belt edge needs the surrounding works tested too.
Because Harrow has no borough basement formula, the neighbours' objections matter more than usual. We recommend telling adjoining owners early, explaining the depth and the monitoring that will protect their wall, and offering a schedule of condition. A neighbour who feels informed is far less likely to submit a long objection that the officer must then answer.
Trees, boundaries and the suburban plot
In a Harrow semi the three practical limits are the shared wall, the boundary on the other side and the large garden trees. We start with a tree survey, because root protection areas decide where excavation can sit, and with a measured survey of the house so the basement outline can be offset from the boundary by a safe distance.
The result is usually a basement set inside the house footprint with a small rear lightwell, which is simpler to defend than one stretching into the garden. If you want to extend into the garden, the drawings and the assessment must show the drainage, the soil cover and the tree protection for that part separately.
Who writes the assessment and what it covers
It shows the council that stability, groundwater and surface water are unharmed. A ground investigation firm drills and reports, a structural engineer designs the box, and we coordinate the pack and draw the plans and sections it cites. See our structural calculations page for the engineer's role.
Approved Document C expects a drained floor where the water table can rise to within 0.25 metres of it, and building control checks the same levels.
Party walls, planning route and cost in Harrow
Under the Party Wall etc. Act 1996, excavation within 3 metres of an adjoining building and below its foundations needs a notice, as does a dig within 6 metres on the 45-degree test. Semi-detached houses share a wall, so the notice is almost certain. Our party wall notices service prepares the plans.
Planning drawings come from our planning drawings work, and the borough's figures are on architectural drawings in Harrow. Brent and Hillingdon border Harrow and write their own basement rules.
The service is unpriced. After the free constraints check you receive a fixed quote.

Questions
Does Harrow set a basement depth limit?
We found no published basement limits. The scheme is judged on the London Plan, the design guide and your evidence.
Do trees affect a Harrow basement?
Often, in suburban gardens. Roots and tree protection can fix how close the structure sits to the house, so we survey them early.
Does a semi-detached basement need a party wall notice?
Almost always, because the dig is close to the shared wall. We prepare the drawings.
Can a bungalow have a basement in Harrow?
Often yes, because the loads are light and the plot is usually generous. The same tests apply: stability, groundwater, drainage, trees and neighbours.
