Structural engineering in Merton

Merton's housing runs from large Wimbledon villas to modest semis in Mitcham and Morden, and more than half its households live in a house. Fixed quote after a free constraints check. We engineer the beams, foundations and roof steel that those houses need when they are altered.

How we work on structural engineering

Four steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Building regulations

Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.

    4. Approval and hand-over

Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Merton's basement rules and the engineer's role

Merton's structural expectations are short and clear, and they concern basements. The validation checklist asks for a structural impact assessment for a new or altered basement at or beside a listed building, together with written confirmation that the applicant will fund an independent review. The council's shorthand for it is Listed buildings; applicant pays for review.

The Basement and Subterranean Development SPD then governs the engineer's appointment. It expects a chartered engineer to design the basement and to monitor its construction, and the council describes this as Chartered Engineer retained through construction. The engineer's brief should include reviewing the contractor's proposals, method statements and temporary works, and a detailed construction method statement is also required.

The practical meaning is continuity. The person who designs the underpinning is the person who checks the contractor's sequence on site, so we do not hand a basement design to a stranger after consent. We plan the appointment, the fee and the site visits when we quote.

Houses first: what Merton owners usually alter

About 60.4 per cent of Merton households live in a house or bungalow, and 55.6 per cent own their home. Those shares explain the typical brief: a wider kitchen opening at the back, a loft over a semi, or a single-storey side extension with a flat roof.

Each has a structural centre of gravity. A rear opening replaces part of the back wall with a steel beam on padstones, and Approved Document A sets limits on openings and chases. In its words: No openings below ground floor except small service holes of maximum area 0.1 m2 at not less than 2 m centres; vertical chases not deeper than 1/3 of the wall (or leaf) thickness; horizontal chases not deeper than 1/6 of the leaf thickness. A loft leans on the roof members and the walls below. A side extension may need a foundation that avoids a shared drain, and a new boundary wall carries a party wall notice of 1 month when built on the line of junction.

For ordinary houses the guidance treats the consequence of a collapse as low, which is reassuring for owners. A conventional extension in Merton does not usually need special robustness measures beyond good detailing of ties and bearings, and we say plainly when a job is the exception.

    Heritage and the Wimbledon villa

Merton has 28 conservation areas and 243 listed buildings, with 23 entries on the heritage at risk register. Around Wimbledon village and Merton Park, many large Edwardian and Victorian villas have been divided and altered more than once.

In a villa the structural questions are about what has been done before. Previous owners may have removed a wall without a beam, or hung a stair on an old floor. We open the floor in a discreet place and record the build-up before sizing anything. Our house extension drawings in Merton cover the planning side of an addition to such a house, and loft conversion drawings in Merton cover the roof.

Planning speed and building control timing

Merton decided 759 householder applications in its latest year and granted 92.9 per cent, but only 85.2 per cent were decided in time. That gives time to finish the structural design. Note that a building notice lapses after 3 years is not a concern for most schemes. Our building regulations drawings in Merton turn the structural package into the submission.

Where a rear extension reaches the boundary, the structural drawing also helps the neighbour. A clear foundation detail shows that the new footing stays within your land, which is the question party wall surveyors ask first. We also mark drains and inspection chambers on the foundation plan, because building over or beside a shared sewer needs the water company's agreement and is easier to settle before the trench is dug.

    Questions

Does Merton require a chartered engineer for a basement?

Its SPD expects a chartered engineer to design and monitor the work, which the council summarises as Chartered Engineer retained through construction.

Who pays for Merton's independent basement review?

The applicant. For basements at or beside listed buildings the council records it as Listed buildings; applicant pays for review.

Does a loft conversion in a Merton semi need steel?

Usually yes. The original roof was built for tiles, so the new floor needs supporting beams and a check on the walls below.
