Tower Hamlets and the rules for a loft conversion

Tower Hamlets plans under the Tower Hamlets Local Plan 2031: Managing Growth and Sharing the Benefits, with supporting guidance that includes the Central Area Good Growth SPD and the High Density Living SPD.

We did not find a published measurement for loft headroom or dormer size that we can quote from the council's guidance. So the measurable limits come from national rules, and the council's judgement is about how a new roof reads against its neighbours, especially in the conservation areas, where the character of a terrace is the reason for designation.

That judgement is why we spend time on the survey. A loft in a historic terrace is judged against the houses either side, so we record the ridge line, the eaves and the chimneys of the whole run and draw the proposal in that context.

Conservation areas, Article 4 and listed houses in Tower Hamlets

The council publishes 59 conservation areas, and a loft enlargement is not permitted development in any of them. In the rule's own words: Class B roof enlargements are not permitted development on article 2(3) land.

The borough also has 64 Article 4 directions, which remove other rights, and Historic England lists 916 entries within its boundary. A listed house needs separate consent for most roof alterations. The borough contains 2 World Heritage Sites, so settings and views can matter too.

With that density of restrictions, we check the address first. The check covers designations, directions and the planning history of the street, and it is free.

Flats, houses and what a Tower Hamlets loft can use

With houses making up so small a share of the borough, most households here live in flats or other homes. The permitted development right for a loft covers houses only, so a flat needs an application, and the lease may require the freeholder's consent and sometimes a licence to alter.

A house outside the restricted areas can use the volume allowance: 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. The front slope facing a highway stays out of it. In a terrace the rear slope is the usual place for a dormer, set clear of the party walls, and we show the margins on the rear elevation.

How Tower Hamlets has been deciding householder applications

Tower Hamlets decided 191 householder applications in its latest published year. It granted 92.7 per cent, and 95.8 per cent were decided within eight weeks or an agreed extension.

The figures cover every householder project and are a guide to timing, not a forecast.

Staircase, fire and building regulations in a loft

In older terraced houses the stair is often the hardest part of a loft. Building control allows a concession where full headroom cannot be reached: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width).

A new storey above a set height needs a protected escape too. The guidance says: New storey above 4.5 m by loft conversion: protect the full escape route with fire-resisting doors (min E 20) and partitions (min REI 30). We test stair positions on the 3D model, so the cost of a lost room below is known before you commit to the loft.

If you rent out part of the home or plan to, mention it at the first call. A loft that adds a bedroom to a shared house raises separate rules on fire detection and escape, and it is far easier to draw for them from the start than to add them after the structure is agreed.

    Price, drawings and checks

A Tower Hamlets loft set has existing and proposed plans, the stair, a roof section, all four elevations and the location and block plans. Loft conversion drawings start at £695, VAT included, fixed before you commit, and are normally ready about a week after the survey.

A second chartered technologist checks every sheet before it is submitted, and if the council asks for changes we redraw at no charge until approval.

Because so few Tower Hamlets households live in a house, and the borough has so many designations, we also tell you early when a loft is unlikely to succeed. A short written note on the route, the constraints found and the realistic options costs nothing, and it spares you the fee for a full design that the address cannot support.
