Planning appeals in Southwark
Southwark grants most of what it decides, 94.8 per cent of householder applications in the latest year, so a refusal usually means something specific went wrong and can often be named. Appeal a householder refusal within 12 weeks of the decision notice. We pin down the reason, test it against policy and prepare the drawings and statement for the Inspectorate.

How we work on planning appeals
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Where Southwark's guidance sits in an appeal
No council rule exists for appeals as such. What the borough does publish is the material a refusal relies on: the Southwark Plan 2022, adopted in 2,022, and the Householder development SPD.
That is a recent guidance document, and it matters for timing. If your application was decided shortly before it took effect, or while it was still emerging, the officer may have used different tests from the ones now in force. An inspector looks at the policies that apply on the day of the appeal decision, so we check which version of the guidance the refusal quotes and whether the point still stands.
We then set the refusal reasons beside the officer's report. Where the report recommended approval and members overturned it, the appeal is argued differently from a case where officers themselves objected.

Why a high grant rate sharpens the case
In the latest year the council decided 558 householder applications and granted 94.8 per cent, deciding 95.3 per cent in time. Minor applications saw 560 decisions, 90.2 per cent granted and 91.4 per cent in time.
Read these as context only. A borough that grants nearly every householder scheme refuses few, which means each refusal tends to rest on one issue: overlooking, a loss of daylight to a neighbour, the effect on a terrace's rhythm. One issue can be addressed. We list the reason, find the drawing or measurement that answers it, and decide whether it is better answered by amending the design or by appeal.
None of these figures predicts what an inspector will decide. They describe the council, not the Inspectorate.
The practical use of the numbers is narrower: they tell us how the officers here usually behave. A borough with near-universal grants and prompt decisions is one where a negotiated fix during the application is normally possible, so if you are reading this before a decision, ask the case officer for a call rather than waiting for the notice.
Flats, leases and heritage designations
Only 21.8 per cent of Southwark households live in a house or bungalow, and 28.9 per cent own their home. Many refusals therefore concern flats, maisonettes and converted houses, where lease terms and neighbouring flats complicate every drawing.
Designations add another layer. The borough publishes 53 conservation areas and 480 Article 4 directions, with 724 tree preservation zones on the map. Any of these can sit behind a refusal reason, and we check each against your address before the grounds of appeal are written.
For a house inside an Article 4 area, remember that permitted development may have been removed, so a scheme you believed needed no consent may have needed an application all along. Our lawful development certificate service in Southwark covers that question.
Timing and the route after refusal
Written-representation householder appeals were decided at a national median of 11.6 weeks in the Inspectorate's latest release. Overall, the median for written representations over twelve months was 18 weeks. These are national averages, and they say nothing about one case.
If the refusal is narrow, a revised planning application in Southwark may be quicker. If the council has instead failed to decide, an appeal against non-determination is possible, and the limit for non-householder cases is 6 months from the decision notice (or expiry of the decision period).
What we deliver and what it costs
We prepare corrected drawings, grounds of appeal tied to each reason and a concise statement, then check them against the refusal before anything is submitted. A second MCIAT chartered technologist reviews the set. We never promise an outcome, because the inspector is independent.
The quote is fixed once the free constraints check has been done. See our wider work in architectural drawings in Southwark, or compare planning appeals in Lambeth and planning appeals in Lewisham if your site is near a boundary.

Questions
My Southwark application was refused although most are granted. Is that a bad sign?
Not necessarily. It usually means one named issue, which can be tested and often answered with revised drawings or a focused appeal.
What is the deadline for a householder appeal in Southwark?
12 weeks from the date of the decision notice. It is not extended for holidays or for waiting on advice.
Does living in a flat change how an appeal works?
The procedure is the same. The evidence differs, because neighbouring flats and lease boundaries affect daylight, privacy and what you are allowed to build.
Will the appeal definitely be allowed?
No. An independent inspector decides. We tell you plainly whether the refusal looks answerable before you commit.
