How we work on hmo conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Perivale first, then the rest of the borough

Ealing used two Article 4 directions to remove the right to change a dwelling to a small HMO. The immediate one covered Perivale ward alone. The second covered the remaining borough, apart from Perivale and the OPDC area, and the council states its reach as borough-wide from 14 November 2025.

For a landlord the date matters in one respect. A shared house that was lawfully set up before the relevant date is on a different footing from one proposed now, so we collect evidence of when the use began if you are buying an existing HMO.

The directions let the council look at each case on its merits. That is not a ban, and well-evidenced schemes are granted.

    The sizes Ealing asks for

The council's guidance on how it assesses HMOs gives numbers an applicant can design to. Bedrooms are expected at 7.5 m2 single; 11.5 m2 double, and the shared living, dining and kitchen space the council expects grows with each occupant.

We lay the plan out against those figures before anything else, so that an extra bedroom does not quietly take the shared space under the standard. A scheme that gains a room and loses the lounge is a common reason for a request for changes.

The same sheets serve the licence. The additional scheme has applied since 1 April 2022 to shared houses of three or four unrelated people, and the mandatory scheme starts at five.

    Answering the overconcentration question

Ealing does not set a percentage. The page asks that a proposal avoids cumulative or overconcentration impacts that harm local character or neighbour amenity, and the council's wording is a qualitative overconcentration test. Where several HMOs are already close, the application should explain how a good local housing balance is kept.

Because there is no formula, evidence carries the case. We map the known HMOs nearby from the council's register and licence records, show the count on the first page of the design statement, and describe the garden, bin and cycle provision so the neighbour-amenity point is answered in the drawings.

Houses and flats behave differently here. Ealing has 50.3 per cent of households in houses, so a large share of HMO candidates are family houses, which is the stock the test is written for.

    How Ealing decides

A shared house goes through as a minor application. Ealing decided 821 minor applications in the latest published year, granted 80 per cent and decided 94.2 per cent in time.

The borough has 31 conservation areas. If you also plan to add rooms at the back, see rear extension drawings in Ealing, and for the roof loft conversion drawings in Ealing.

    Levy and your options

The charging schedule reads: £300/m² (Central Ealing); £150/m² (Rest of LPA). Mayoral CIL (MCIL2) £60/m² indexed additionally.. A change of use with no new floor area may fall outside it, but a new extension can bring it in, so the next-steps note flags the point.

Compare self-contained flats with flat conversion drawings in Ealing, and see neighbouring Brent and Hillingdon for their own rules. The licence side is covered by our HMO licence application pack.

    Questions

Does the whole of Ealing need planning permission for a small HMO?

Almost all of it. The council states the reach as borough-wide from 14 November 2025, with Perivale covered earlier and the OPDC area excluded.

What bedroom sizes does Ealing expect in an HMO?

7.5 m2 single; 11.5 m2 double, with shared living, dining and kitchen space that increases with the number of occupants.

Does Ealing set a limit on how many HMOs are in one street?

No figure is published on the council's page; it describes a qualitative overconcentration test.
