How we work on hmo conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Reading the council's Article 4 page

The council's Article 4 page lists directions for conservation areas and, under change of use, for offices to dwellinghouses and for Class E to dwellinghouses. The finding on the small-HMO question is no HMO Article 4 direction listed.

The national rule therefore applies: C3 to C4 is permitted development unless an Article 4 direction removes it. A shared house of up to six people can often go ahead without an application, but only if nothing else removes the right, such as a planning condition, a flat rather than a house, or a listing.

Seven or more residents is a different use, and always needs permission. We confirm the lawful use of the address and the history of conditions before you rely on the permitted route.

    Licensing began in the summer

The council introduced selective and additional licensing together, and the page records the additional scheme as additional licensing from 1 July 2025. It applies to HMOs that mandatory licensing does not already cover, so a house of three or four sharers is licensable.

Because the licence is the main control, the layout is judged on room sizes, shared facilities and fire safety. We draw bedrooms with measured areas, shared kitchens and bathrooms, and the escape route, and the same set feeds our HMO licence application pack.

Houses and flats in a dense borough

Only 31.4 per cent of Wandsworth households live in houses, so many shared lets are flats and maisonettes, where the lease and the freeholder can forbid shared use. We read the lease terms that bear on layout before drawing.

Where a house is being extended to add rooms, see loft conversion drawings in Wandsworth and rear extension drawings in Wandsworth. The borough has 46 conservation areas, several with their own Article 4 directions on external works.

    The council's record

Where an application is needed it is a minor one. Wandsworth decided 902 minor applications in the latest published year, granted 86.7 per cent and decided 88.1 per cent in time.

    Levy and alternatives

The borough levy is zoned, beginning £1,031.39/m² (Nine Elms Residential Area A); £475.34/m² (Nine Elms Residential Area B); £0 (Roehampton Charging Area); £448.43/m² (all other areas); Mayoral levy band is 1. A conversion with no new floor area may fall outside it.
