HMO conversion drawings in Bromley
Bromley puts the whole weight of HMO control on planning: every proposed HMO needs permission, and the council says plainly that licensing cannot be used to steer where HMOs go. Our HMO conversion drawings in Bromley start from £879 and are built to win the planning decision, which is the only one that matters.

How we work on hmo conversion drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

The council's landlord advice records its Article 4 direction as from 1 September 2022, and its news statement confirms that all proposed HMOs require planning permission. Without the direction, only large HMOs would have needed it.
The council's statement on its powers is useful reading for an investor. It says it cannot use HMO licensing to control where HMOs are situated, and cannot refuse to license an HMO that meets the legal requirements. In effect, once planning is granted the licence is a standards check, not a second chance to say no.
That makes the planning application the whole risk. We spend our effort there: the survey, the room schedule and the design statement.

Licensing in one line
The council runs mandatory licensing only, five-year licence. A licence is needed where five or more tenants from two or more households share facilities, and the licence holder must be a fit and proper person. The council's separate fire authority also has powers over fire safety in HMOs.
If your scheme reaches that size, our HMO licence application pack uses the planning drawings, and a layout designed to licensing-grade room sizes avoids rework.
What persuades a Bromley officer
A Bromley application is judged as a minor scheme against the family-home stock and the effect on the street. We show how many bedrooms are lost or gained, the parking and cycle storage, the refuse arrangements and the garden left, with measured plans of every floor as it is and as it will be let.
Bromley has 68.6 per cent of households in houses, and Green Belt covers 51 per cent of the borough, so many sites are suburban houses on the edge of open land. For extra rooms, see rear extension drawings in Bromley and loft conversion drawings in Bromley.
The council's record and heritage
Bromley decided 545 minor applications in the latest published year, granted 70.3 per cent and decided 82.8 per cent in time.
The borough has 47 conservation areas and publishes 108 Article 4 directions of all kinds, so check the street for a second direction on top of the HMO one.
Levy and the alternatives
The levy is £120.12/m² (Residential development excluding residential development which delivers additional care and support services), and the Mayoral levy is in band 2. A change of use with no new floor area may be outside it.
For flats instead of rooms, see flat conversion drawings in Bromley. The overview is architectural drawings in Bromley; nearby, Croydon and Bexley have their own rules.
