How we work on change of use drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Lambeth's Class MA direction for the Central Activities Zone has a layered history. The council's pages record it as confirmed 28 July 2022, in force 1 August 2022, later modified. The council's modified page says that if your property falls within the modified area, you need planning permission for a change from Class E to dwellings.

The modified boundary is narrower than the first one, so a building caught by the first notice may not be caught now. We read the current maps, not the original notice.

Outside the modified area the national route stands: Class E to C3 by prior approval after 2 years' continuous Class E use. The council then has 56 days to decide.

    Streatham and the shared-house rule

For houses, the change landlords ask about is to a small HMO. Lambeth's direction covers the Streatham Common & Vale and Streatham St Leonard's wards, and the council's news item dates it from 11 August 2025 (two Streatham wards). Elsewhere the national rule applies: C3 to C4 (and back) is permitted development unless removed by an Article 4 direction.

Licensing covers the whole borough, with the additional scheme borough-wide since 9 December 2021. See HMO conversion drawings in Lambeth for how that affects the layout.

Space, sound and what we draw

Every new home must meet the space standard: Homes created under PD must meet the nationally described space standard. Between floors, Separating walls 43 dB DnT,w+Ctr (min); floors and stairs 43 dB airborne (min), 64 dB L'nT,w impact (max) for dwellings formed by material change of use. Lambeth has 24.8 per cent of households in houses, so most work is upper floors, arches and former commercial units.

Splitting a house into flats is a different route, because Using a single dwellinghouse as two or more dwellinghouses is a material change of use. For that, see flat conversion drawings in Lambeth.

    The council's record and fees

Lambeth has 64 conservation areas and 953 list entries. A full application is a minor one for most conversions: the council decided 748 in the latest published year, granted 79.9 per cent and decided 92.5 per cent in time.

The fee for changing a building to separate dwellings is £610 each in a scheme of not more than ten, paid to the council.

    Next steps

For the borough overview see architectural drawings in Lambeth. If the lawful use is uncertain, a lawful development certificate settles it first.

    Questions

Can I convert a Lambeth shop or office to a home under permitted development?

    Does Lambeth control small HMOs?

Only in two Streatham wards, dated from 11 August 2025 (two Streatham wards).

What does the council charge for new homes by change of use?
