Daylight and sunlight report in Islington
Islington asks for a daylight and sunlight assessment on all new major residential proposals and wherever a scheme may have an adverse effect on a neighbour's light, including gardens and amenity space. The council's list cites the BRE guide as BRE (2021 per the list). In a borough of flats and tight terraces, that second limb catches many small projects.

How we work on daylight and sunlight reports
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

What the validation list says
The Local Validation Requirements for Planning Applications set out the daylight and sunlight item as its own item, and the wording has two triggers. The first is automatic: any new major residential proposal. The second depends on effect: any scheme where there may be an adverse impact on neighbouring daylight or sunlight, including gardens or amenity space.
The list adds a line aimed at tight sites. In restricted settings the assessment must also cover the final values within the proposed scheme, so the new rooms are tested as well as the old neighbours. A basement flat or a rear room lit through a lightwell is the usual example.
We read that line as a prompt to model both directions of effect from the start. Doing so costs little extra, since the same 3D model serves both.

Flats and terraces on tight plots
Only 16.3 per cent of Islington households live in a house or bungalow, and 26.7 per cent own their home. Most projects here are an extension or alteration to a flat or a terrace, beside neighbours whose rear windows already look onto a narrow yard.
Light studies in tight terraces are sensitive to small changes. A rear infill that adds a few courses of brickwork can move a neighbour's lower window from a comfortable result to a marginal one. We therefore test several massing options in the model before any are drawn up in detail, and we pass on the variant that costs the neighbour least.
Heritage in great quantity
Islington has 41 conservation areas, and Historic England lists 1,050 entries inside the boundary, of which 1,002 are Grade II and 34 Grade II*. A listed terrace can mean the roof, the party walls and the rear elevation are all protected.
That has a direct effect on the light work. The standard remedy for a failed result, lowering or setting back the new element, may not be available, and the report has to explain why the proposed form is the best the heritage constraint permits.
Basements and lightwells
Islington publishes a Basement Development SPD as well as the Islington Urban Design Guide SPD. Basement schemes bring their own light questions, because a new lightwell or an enlarged garden-level room changes both the new room's daylight and the neighbour's view of the garden. Where a basement is involved, our basement impact assessment in Islington covers the ground and water side separately.
The two documents can be read together. The light study shows what each room receives, and the basement assessment shows that the ground can safely be excavated.
The householder and minor record
The council decided 337 householder applications in the latest published year and granted 92.6 per cent, with 98.8 per cent decided in time. Minor schemes, a larger group at 675 decisions, were granted at 86.5 per cent.
Terraced houses averaged £1,151,398 in the latest figures, which helps explain why objections are well argued. The Islington Local Plan, adopted in 2,023, is the policy backdrop.
Planning the work around the neighbours
In a terrace the neighbours on both sides matter, and so does the flat above or below. We survey every opening that could be affected, including rear windows on upper floors, and treat shared lightwells as a single space. Where the result is close, we show the neighbour's side of the argument as fairly as our own, because an officer who sees a balanced report is more likely to trust its conclusion.

Questions
When does Islington require a daylight and sunlight report?
On all new major residential proposals, and wherever there may be an adverse effect on neighbours' light, including gardens. The list cites BRE (2021 per the list).
What is meant by restricted settings?
On tight sites the list asks the assessment to cover final values within the proposed scheme as well, so the new rooms are tested too.
Does a basement change the report?
It can, through new lightwells. The council has a Basement Development SPD, and ground and water questions are covered in a separate assessment.
How many listed buildings does Islington have?
Historic England records 1,050 entries inside the borough boundary.
