Daylight and sunlight reports in Wandsworth

Wandsworth's validation checklist asks for a daylight and sunlight assessment wherever a scheme may affect light to the host building or to neighbouring properties, gardens included, and it names the guide to follow: BRE guide, 2022 edition. In a borough where 31.4 per cent of households live in a house and the rest mostly in flats, that test is common. We quote a fixed price after a free constraints check.

How we work on daylight and sunlight reports

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

What Wandsworth asks for in a daylight and sunlight assessment

The council's local validation checklist, item eighteen in the current edition, requires a daylight and sunlight assessment where there may be an impact on light to the host building or to adjoining properties, including gardens. The assessment must follow the BRE guide, and the council's wording points to the BRE guide, 2022 edition. It must also report the values achieved inside the proposed scheme, not only the effect on neighbours.

That second limb is easy to miss. Many reports only test what a new extension does to the house next door. Wandsworth also wants to know whether the rooms you create, or the existing rooms you alter, receive enough light, so a deep rear addition that darkens its own kitchen needs to show that.

The amenity policy in the Wandsworth Local Plan 2023-2038 supports development that avoids unacceptable impacts on daylight and sunlight for the host building or adjoining properties, gardens included, and the council has regard to the most recent BRE guidance.

    Which BRE edition applies

The guide is advisory, not law. Its current edition is the third, revised to reflect the European daylight standard, and Wandsworth names that edition in its checklist. We work to the edition the council specifies, and say so on the first page of the report.

The geometric screens in the guide are only a first step. For a rear extension the widely used rule is a line at 45 degrees from the centre of the nearest neighbouring window, in plan and in elevation. If the new work stays clear of that line, the effect on that window is usually small. If it crosses, the fuller calculations follow, and the report explains any loss in the context of the street.

Wandsworth's homes and why light is contested here

Wandsworth has 137,393 households. Only 31.4 per cent live in a house, and the Victorian terraces of Battersea, Putney and Tooting sit close together with narrow gardens. Domestic gardens still cover 21.5 per cent of the land, so the rear of a terrace is where most disputes over light begin.

Loft conversions raise the question for a different reason. A roof extension changes the shadow cast over the neighbouring garden in the afternoon, and the guide's overshadowing test for gardens looks at exactly that.

The borough has 46 conservation areas and 312 listed building entries, so a good deal of the housing stock cannot be altered freely. In those streets the room for compromise on height is small, and an early light test can settle the design before it is drawn.

How Wandsworth decides, and what that means for your report

The council decided 977 householder applications in the latest returns and granted 91.9 per cent of them. A high grant rate does not mean light is ignored: officers read the amenity policy closely, and a well-argued report is part of a proposal that suits its neighbours.

The planning framework is the Wandsworth Local Plan 2023-2038, with the Housing SPD (covers rear extensions, basements, roof extensions and loft conversions) giving the design rules for extensions, basements and roof additions. We read the Housing SPD for the specific depth and height limits on rear extensions, and test every case against both documents.

Where a basement is involved, our basement impact assessment page covers the separate tests for ground and water.

What our report contains, and how we price it

You receive a written report with the model, the affected windows and rooms, the test results before and after, and a plain-English conclusion. Where a figure falls outside the guide's guidelines, the report says so and argues the case in context. A second chartered technologist, never the one who built the model, checks the geometry and the results before issue.

There is no list price, because the cost depends on the number of neighbouring windows. You receive a fixed quote after a free constraints check, which also tells you whether the council will treat the report as a validation requirement for your scheme.

Read the national rules on our daylight and sunlight report page, see the other services on the Wandsworth area page, or start with planning drawings if you have no design yet.

    Questions

Does Wandsworth always ask for a daylight report?

Not always. The checklist asks for one where a scheme may affect light to the host building or to neighbouring properties, gardens included.

Which guide must the report follow?

The BRE site layout guide, in the edition named by the checklist: BRE guide, 2022 edition.

What is the simple test for a rear extension?

A line at 45 degrees from the centre of the nearest neighbouring window, in plan and in elevation.

Does the report cover my own rooms?

Yes. Wandsworth asks for the values achieved within the proposed scheme as well as the effect on neighbours.
